Governor Kathy Hochul of New York has announced that civil service exam application fees will be waived for all New York State civil service exams from July 1, 2023, to December 2025.
This decision is part of the FY 2024 Budget to modernize New York’s public workforce. Governor Hochul stated that these fees create an additional burden for New Yorkers seeking careers in state service. By waiving them, the administration aims to lower barriers and ensure that civil servants reflect the state’s diversity.
The Department of Civil Service Commissioner, Timothy R. Hogues, praised the decision, stating that it is one of the proactive steps taken to make public service careers more accessible. The waiver aims to remove barriers, promote opportunities, and recruit the next generation of state leaders.
Assembly Speaker Carl Heastie supported the removal of exam fees, highlighting that it eliminates economic standing as a barrier for marginalized communities. The removal of fees will help candidates from traditionally marginalized communities enter public service.
